The Schools Department is responsible for planning schools' needs, ordering and following-up of construction projects in Oslo schools. The tenderer shall provide assistance and consultancy to the Schools Department within concept choice reviews in accordance with the attached method document, where it is desirable to supplement the municipality's own competence or where the municipality's own entities do not have the capacity.

The tenderer's offered personnel must as a whole have competence within the disciplines mentioned below. The tenderer shall assist with expertise and capacity within the preparation of concept choice reviews.

The contract will include, amongst other things:

— Carrying out concept choice reviews and preparing the concept choice report;

— Project management, project management support and portfolio support;

— Interested parties and actor analyses;

— Target analyses;

— Concept development methodology;

— Scenarios;

— Reviews of sites;

— Comparing estimates for investment needs.
