Sports clubs, individual artists and art educators, professional art, culture and sports actors, and other professional actors can serve as organizers of hobbies. The dynamic procurement system is two-stage. In the first phase, operators enroll in the sub-region or sub-regions they want to be included in the scheme. Procurement decisions shall be made by subdivision as required by the procurement competence and, for the first round of competition, they will be made by the end of August. After that, any supplements during the semester are possible.
