"Round-the-clock winter maintenance of municipal roads, sidewalks, bicycle paths, stops and parking lots in the municipality of Łomianki in the winter season 2023-2025":

Part I of the subject of the contract – "Round-the-clock, winter road maintenance in the city

and the municipality of Łomianki in the winter season 2023-2025".

Part II of the subject of the contract – "Round-the-clock, winter maintenance of stops, sidewalks, bicycle paths and parking lots in the city and municipality of Łomianki in the winter season 2023-2025".

1) Round-the-clock, winter maintenance of 100 municipal roads with a total length of 75.689 km in the municipality of Łomianki (the list of roads is attached as Appendix No. 1) in the scope of:

(a) flushing,

(b) sprinkling with sodium chloride,

(c) rinsing and sprinkling with sodium chloride,

(d) sprinkling with sand,

e) rinsing and sprinkling with sand

(f) mechanical clearing of the roadway lane after completion of winter road maintenance work after the end of the winter season.

2) The activities listed in point 1(a) to (f) concern streets with adjacent bus bays.

3) Depending on the current needs, the Contracting Authority, when issuing an order to perform works related to winter road maintenance, will specify the scope of roads to be carried out - indicating the basic or supplementary list.

4) Interventional indications

a) The Contracting Authority, depending on the actual needs, reserves the right to intervene in indicating additional roads located in the municipality of Łomianki for winter maintenance, not listed in the basic or additional list.

b) Expected length of roads for winter maintenance within the framework of intervention indications – 200 km.

c) Due to the significantly limited width of some roads (3.5 – 4.0 m) in the municipality of Łomianki, the Contracting Authority requires that the Contractor has appropriate vehicles enabling snow removal also on narrow roads where it is not possible to enter with a plough.

5) The total expected length of roads for winter maintenance of 100 municipal roads according to the basic and additional list 75.689 km, including paved roads 73.832 km + dirt roads 1.857 km and according to intervention indications – 200 km.

6) The total length of paved roads where the use of chemicals (NaCl) is expected to prevent the formation of ice or black ice, prevent the formation of slush slippery and eliminate black ice – 73.322 km.

7) The total length of dirt roads and the part of paved roads where only sand will be used to reduce the formation of icing and slippery – 2.367 km,

Including:

a) Partyzantów Street, the section from Kwiatowa to Konwaliowa;

b) Brzegowa Street, the section from Kamińskiego Street to Armii Poznań Street;

c) Krokusa Street, the whole street;

d) Równ Street, from Długa Street to the school;

e) Sierakowska Street, the section from Łuże Street to Zachodnia Street.

8) The list of roads for winter maintenance (basic package and additional package) constitutes an attachment to the description of the subject of the contract.

A detailed description and method of execution of the order is included in the Description of the Subject of the Order for Part I - Appendix 3 to SWZ

1) The object of the order is current, without notification to the Contractor of the necessity of execution, winter maintenance of bus stops (list of stops is annex 1 to the description of the object of the order) and municipal walkways, bicycle paths and parking lots (list of walkways, paths bicycle and car parks are annexed 2 to the description of the object of the contract), covering:

(a) the removal of snow, ice and the elimination of slipperiness in the area of bus stops, at the length of the stop bays, but not less than 40 mb, 20 mb from the stop post or stop shells and the width of the paved area of the stops up to 5 mb from the edge of the road/bay stop;

(b) collecting and disposing of mud, snow and other debris from pavements, bike paths and car parks;

(c) to protect pavements, bike paths and parking lots from slipperiness by sprinkling sand with possible NaCl admixture at an amount of 5-10%.

(d) sprinkling of snow and ice on the edge of the pavement, bike path and parking;

(e) in the case of mechanical snow removal of stops, pavements, bicycle paths and car parks, the Contractor shall be obliged to obtain the consent of the Ordering Party to introduce equipment on pavements, bicycle paths

and parking lots.

f) it is forbidden to store snow containing chemicals

under trees and on lawns;

g) setting up and cleaning containers provided and delivered by the Contractor (90 pieces) – in places indicated by the Ordering Party, filling containers with a sand-salt mixture provided by the Contractor, current replenishment of the sand-salt mixture in containers (it is forbidden to use chemicals with the exception of NaCl admixture;

in an amount of 5 -10%);

(h) In the event of a situation of snow flooding and the need to clean up the scooped snow and ice from bus stops and car parks, the Contractor shall undertake the export of snow on the express instructions of the Contracting Authority no more than once a month, without additional remuneration;

i) the works will be carried out on an ongoing basis without notifying the Contractor

or at the request of the Ordering Party, depending on atmospheric phenomena

in the months: January, February, March, April, November, December. In the absence of snowfall, the Contractor is obliged to carry out works related to the current maintenance of cleanliness on all stops, sidewalks and bicycle paths entrusted to maintenance 2 times a month

and car parks including, in particular, sweeping of sand and removal of other contaminants (in particular cigarette butts, caps, etc.);

j) The Contractor is obliged to proceed to snow removal / elimination of black ice stops, sidewalks, bicycle paths and municipal parking lots

as part of winter maintenance immediately after the occurrence of precipitation / black ice within a period not exceeding 1 hour from the moment of obtaining the Ordering Party's order about the need to perform the service and within a maximum of 1 hour from the cessation of rainfall.

2. Interventional indications:

The contracting authority, depending on the actual needs, reserves the right to intervene indicating additional sidewalks and parking lots located in the municipality of Łomianki for winter maintenance actions, not listed in the list constituting Annex 2 to the description of the subject of the contract. Expected length of sidewalks for winter maintenance as part of intervention indications – 10,000.00 m. Expected area of car parks for winter maintenance as part of intervention indications – 2,000.00 m2
