The city of Bischofswerda intends to develop the former, listed cultural centre into a future-oriented, multifunctional municipal and cultural centre. The aim is to restructure public uses such as administration, culture and education and to bundle them at a central location, as well as to create synergies between the uses.

The client intends to commission the service phases (LPH) 1 to 9 object planning services for buildings and interiors in accordance with § 34 ff. in conjunction with Annex 10 HOAI 2021 and special services.

The order is carried out in stages in accordance with the terms of the contract. Upon completion of the negotiated procedure, the performance level I: Service phases 1-3 according to the contract as well as the special services incurred in these service phases are contractually commissioned. The retrieval of work phases 4-9 according to HOAI is carried out in stages separately (Level II Lph 4-6; Stage III Lph 7-8; Stage IV Lph 9).

There is no legal claim to the transfer of all service phases. Likewise, there is no legal claim to further assignment after the first service phases have been provided.

In the case of commissioning, including service phase 9, the end of the order is expected to be in 2031.
