Description:

Invitation to tender for the project design of three (3) apartment block companies and a garage to be built in Sompasaari, Helsinki, including an option for a comprehensive data modeling project. Upon fulfillment of the terms of the option, the tenderer's duties include master, architectural, yard and structural design with data modeling and fire and sound engineering for the building permit in accordance with this Inquiry. The design package includes the following separate companies to be established:

- Plot 10636/1, Heka Kalasatama Kaljaasi Fortuna Street, ARA's cost-controlled rental property

- Plot 10636 / 4-5, Haso Vinsentinaukio, ARA Cost-Controlled Leased Property (Plots to be merged)

- Plot 10636 / 3.6, Asunto Oy Helsinki Priki Johanna, RS property for sale on Hitas terms (plots to be combined).

The procurement is tendered as one (1) entity to achieve a low cost level.

The purpose is to apply for the partially state-owned block of buildings, owned by the City of Helsinki, as an architect, who will assemble a design team that will carry out the overall design of the site (excluding LVIAS, GEO) in cooperation with Housing Production The architect acts as the main designer of the site. With regard to architectural design, the design team must appoint a chief designer, project architect, landscape architect, data model coordinator. In the case of structural design, a responsible designer must be appointed, who is responsible for the whole of this specialty and for ensuring that the plans meet the requirements set for them. In addition, a project designer must be named.

1 Project Planning

The tenderer is responsible for drawing up a project plan for residential buildings and a parking facility within the boundaries set by the town plan and the cost limits required by the Housing Financing and Development Center (ARA) and the Hitas Working Group. If necessary, several alternative solutions must be explored. The size of the garage will become more precise during project planning. Project plans with space programs must be drawn up in accordance with the client's efficiency goals. Target price calculations are made by the developer. Once the project plans for all projects have been approved, the contracting entity may outsource the overall design of the project (excluding LVIAS, GEO), which the tenderer is obliged to carry out upon receipt of the order.

2 Design Option

The bidder is responsible for the design of the parking garage within the boundaries set by the town plan and the cost limits required by the Housing Financing and Development Center (ARA) and the Hitas Working Group. During the building design phase, the project must be designed so that the estimated construction costs under the building component estimate are below the target price calculated on the basis of the project plan. Costing is done by Housing. The design work will be carried out on a data modeling basis in accordance with the General Data Model Requirements (YTV2012) and specified in the Annexes to this invitation to tender. In addition, the design follows the guidelines for housing production and model details. Housing planning instructions can be found electronically on the Housing Guidelines and Templates website.

Competition subject:

A block of buildings with 18,750 km of building rights 2 , with at least 450 km of retail space 2 . The site allocation will be carried out according to the project plan proposal at the planning stage.
