Description:
Gołaniecka Grupa Zakupowa. Supply of electricity in the period from 01.01.2023r. until 31.12.2023

1. The subject of the contract is the supply of electricity in the period from 01.01.2023. to 31.12.2023r.do 3 372 collection points with a total estimated volume (+/-10%) 30 715.18 MWh, of which:

1) For premises and facilities – tariff groups C, G, R (Part 1 of the contract) – 19 121.70 MWh – the PPE list is annexed to the Annex. 1a to SWZ

2) For premises and facilities – tariff group B (Part 2 of the contract) – 2 590.21 MWh – the PPE list is annexed to the Annex. 1b to SWZ

3) For the purposes of road lighting (Part 3 of the contract) – 9 003.27 MWh – the PPE list is annexed to the Annex. 1c SWZ.

2. The above-mentioned forecast consumption of e. e. is indicative and may differ from the amount of energy actually consumed during the term of the contract. Reducing or increasing the amount of electricity does not entail any consequences for the contracting authorities (customers), apart from the need to pay for the amount of energy actually consumed.

3. Applicable billing periods: Tariff group B, C2x – 1 month, Tariff group C1x, G, R – 2 months

Electricity supply to premises and facilities — tariff groups C, G, R

1. Number of measuring systems accounting for consumed electricity 1 899 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1a to the SWZ.

3. Estimated electricity consumption during the term of the contract – 19 121.70 MWh, of which:

Zone I 14 533,46 MWh

Zone II 4 588,24 MWh

The above data is indicative. The Contractor should take into account possible fluctuations in electricity consumption at a level of +/ -10%).

4. Deliveries will take place from 01.01.2023. until 31.12.2023, details of delivery dates for individual collection points are described in Annex 1a to the SWZ column "Delivery period".

5. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column 'Delivery period'). The obligation to terminate the contracts lies with the contracting authorities (recipients).

6. Quality standards

1) The subject of the order is the supply of electricity with certain quality standards in accordance with applicable regulations.

2) Quality standards of electricity are described in the Ep and the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019, as amended, on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

7. CPV code under which the subject matter of the contract is classified:09300000-2 - Electricity, heat, solar and nuclear energy, 09310000-5 - Electricity

8. The Contractor shall, on the basis of the Power of Attorney granted, be required to notify on behalf of the Contractor (s) of the contracts to the relevant DSO in accordance with the applicable rules and to represent the Contracting Party (s) before the DSO - the process of changing the seller.

9. The Contracting Authority reserves the possibility of taking advantage of Article 139 (1) of Pzp, i.e. the possibility of examining and evaluating tenders in the first place, and then making the qualifications of the contractor whose offer has been the highest rated, in the absence of grounds for exclusion and fulfilment conditions of participation in the proceedings.

10. As a result of the outcome of the public procurement procedure, 30 contracts will be concluded.

11. The contracting authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 30 securities for the proper performance of the contract separately for each contract concluded with the contracting authorities.

12. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 1 of the order: PLN 500,000.00.

Electricity supply to premises and facilities — tariff group B

1. Number of measuring systems accounting for consumed electricity 7 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party included in Annex No 1b to the SWZ.

3. Estimated electricity consumption during the contract period of 2 590,21 MWh, of which:

Zone I 862.78 MWh

Zone II 1 066,87 MWh

Strefa III 660,56 MWh

4. Deliveries will take place from 01.01.2023. until 31.12.2023, details of delivery dates in relation to individual collection points are described in Annex 1b to the SWZ column "Delivery period".

5. The Ordering Party of the Municipality of Rogoźno shall have the status of the Manufacturer:

Item No. 2 (PPE number 590310600017195173) in Annex 1b to the SWZ, the ordering party from July 2023 (planned date of connection) will have an installation of photovoltaic panels with a capacity of 80,250 kWp. The contracting authority provides for the conclusion with the contractor whose offer will be selected of a contract for the resale and balancing of energy generated in a RES micro-installation and not used (about 0.5 MWh per year), which will be valid for the entire delivery period.

6. The measuring systems shall be adapted to the procedure of changing the seller.

7. Existing contracts for the supply of electricity will expire with effect from the day preceding the planned date of commencement of deliveries (column "Delivery period").

8. For all PPE, the change of seller will take place once again.

9. Quality standards

2) Quality standards of electricity are described in the Ep and the Regulation of the Minister of Economy of 4 May 2007 on the detailed conditions for the functioning of the power system (as amended) and the Regulation of the Minister of Energy of 6 March 2019, as amended, on detailed rules for the formation and calculation of tariffs and settlements in electricity trading.

11. The Contractor shall, on the basis of the Power of Attorney granted, be required to notify on behalf of the Contractor (s) of the contracts to the relevant DSO in accordance with the applicable rules and to represent the Contracting Party (s) before the DSO - the process of changing the seller.

12. The contracting authority reserves the right to make use of Article 139(1) of the Public Procurement Law, i.e. the possibility of first examining and evaluating tenders, and then making a subjective qualification of the contractor whose offer was the highest rated, in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.

13. As a result of the outcome of the public procurement procedure, 4 contracts will be concluded.

14. The Contracting Authority requires the provision of a security for the proper performance of the contract, the contractor shall lodge 4 security for the proper performance of the contract separately for each contract concluded with the contracting authorities.

15. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 2 of the order: PLN 90,000.00.

Supply of electricity for the needs of road lighting

1. Number of measuring systems accounting for consumed electricity 1 466 pcs.

2. A detailed description of the pre-emptive points (PPE) of the Contracting Party is included in Annex No 1c to the SWZ.

3. Estimated electricity consumption during the contract period of 9 003,27 MWh, of which:

Zone I 8 076,77 MWh

Zone II 926,50 MWh

4. Deliveries will take place from 01.01.2023. until 31.12.2023, provided that the details of delivery dates (start and end) for individual collection points are described in Annex 1c to swz column "Delivery period".

5. Current electricity supply contracts will expire or terminate with effect from the day preceding the planned delivery start date (column 'Delivery period'). The obligation to terminate the contracts lies with the contracting authorities (recipients).

12. The Ordering Party requests the lodging of a security deposit. In the case of submitting an offer for Part 3 of the order: PLN 300,000.00.
