The subject of the contract is the processing, verification and analysis of data from continuous traffic measurement stations from 2023-2025. The purpose of the commissioned work is to obtain basic information on road traffic necessary for design, planning, economic, environmental and statistical analyses and traffic management based on the analysis of data collected from continuous traffic measurement stations (SCPR) and other sources of traffic data indicated by the Ordering Party. The scope of the order covers the processing, verification and analysis of traffic data in the years 2023-2025. In addition, the Contractor's obligation will be to support the process of implementation of the General Traffic Measurement (GPR) in 2025 by immediately providing verified traffic data from the measuring stations to the Ordering Party and the entity developing the results of the general measurement.

The scope of work includes:

• current processing of source data on vehicle traffic received from the Ordering Party (i.e. their collection, ordering, conversion to the required formats and assessment of completeness) from traffic measurements carried out by continuous traffic measurement stations, weight priority stations, toll collection systems on motorways and other traffic meters and traffic data collection systems indicated by the Ordering Party, in the years 2023-2025;

•ongoing verification and analysis of processed source data (including possible estimation) on a monthly basis and preparation and presentation of traffic measurement results in the form of annual studies and analyses, in the period 2023-2025;

• encoding the results from measurements of the generic structure of road traffic carried out by video recording (hereinafter referred to as "checking measurements") carried out by GDDKiA Branches in 2023 and 2024. In 2025, the source of data on the type structure of road traffic will be the results of the General Traffic Measurement 2025;

• development of comprehensive annual analyses in the scope specified by the Ordering Party in the "Requirements for work "Processing, verification and analysis of data from continuous traffic measurement stations" - constituting Appendix No. 1 to the Description of the Subject of the Order;

• development, in accordance with the decision of the Ordering Party, of vehicle weight analysis based on data from selected stations for weighing vehicles in motion, indicated by the Ordering Party;

• cooperation, through the Ordering Party, with the entity developing the results of the GPR 2025 measurement, m.in in the scope of current transmission of verified traffic data recorded by SCPR stations and other meters and data collection systems subject to analysis as part of this work, informing about irregularities in the operation of the station, etc.;

• presentation of proposals for optimization of the Unified Data Format (UFD) and preparation for the Ordering Party of converters to UFD formats for new data sources that do not natively provide data in this format;

• preparation, implementation and configuration in the Business Intelligence software environment indicated by the Ordering Party of selected traffic reports;

• preparation and provision of an online platform, for the duration of the Agreement, used to exchange data between the parties to the Agreement, m.in to transfer the source data of the Contractor by the Ordering Party and the results of the Contractor's work to the Ordering Party.
