We request offers from the potential supplier for a service or tool to analyse and depict patent information which supports strategic planning and implementation of Tekes programs and generates value added services for Tekes, Tekes's partners, or customer organizations (e.g. companies, universities; below Customer).
The object of the contract is an automated service, which can compare the text of an patent application, idea, research proposal, or other description of technical or business idea to other patent applications and patents published by USPTO, EPO and PCT. The objective of the service is to allow Tekes clients, staff and stake-holders to analyse the technical, legal and business environment of ideas, inventions, research proposal, patent applications and patents. The service must be able to identify the most similar patents and describe the similarity.
Data:
— Source of data has to be related to the whole spectrum of patent information (minimum requirement USPTO, EPO, PCT).
— Data has to be updated on regular basis.
— Ability to mix Tekes', Partner's, Customer's and Supplier's data in an agile way.
— Ability to generate rapidly and agilely patent data and materials including analytical results for Tekes', Partner's and Customer's needs.
Methods:
— are preferably based on natural language processing technologies and not only use patent metadata (e.g. IPC classes) as the main measure or mean of analysis,
— should be based on large patent databases both the variety of patents and an individual patent content. In other words, ability to read and analyse at least millions of full text patent descriptions,
— Deployment of big data methods for profiling, refining and analysis (unsupervised learning, machine learning, self-organizing maps, statistical probability estimates, statistical clustering, statistical profiling, etc),
— We need to have capability to process big masses of text to confirm the analytical results.
Usability:
— Results can easily be used and shared in Tekes' organization internally and among Tekes' Partners and Customers,
— The results can easily be updated (e.g. on monthly basis),
— Customers have means to use the materials themselves and refine the materials for their own needs,
— Analytical results are delivered as an online service and distinctively specified reports and consultancy services.
Expertise:
— continual support of Tekes' processes (How can Tekes concretely enable Customers to move to the global front edge of new emerging technology).
Interface to TekesMatch:
— The TekesMatch is a semantic network based tool that interfaces with technology investment curators, innovators and research.
— Tekes has an intention that the final product should interface with TekesMatch and base on its search engine, and then contract could be considered as eligible for an indeterminate duration.
