The acquisition targets the joint acquisition of loss electricity by Kymenlaakson Sähköverkko Oy and Kaakon Alueverkko Oy for the contract period starting on 1 January 2023.

In the procurement, kymenlaakson Sähköverkko Oy and Kaakon Alueverkko Oy will be put out to tender the Supplier for the physical open delivery of loss-electrical electricity described in this invitation to tender for the contract period starting on 1 January 2023. Subscribers have an annual loss electricity volume of approximately 53 GWh (50 + 3).

According to case-law, the procurement of loss-electricity is an issue of energy acquisition within the meaning of Article 6 (6) of the Special Sectors Procurement Act and is therefore not covered by the Special Sectors Procurement Act or the Procurement Law. However, Article 23 of the Electricity Market Act requires the system operator to obtain the loss energy of its electricity grid in accordance with open, non-discriminatory and market-based procedures. In order to fulfil the above conditions under the Electricity Market Act, the contracting entity shall publish a procurement notice.
