The subject of the contract is the provision of a service consisting in organizing and operating the Paid Parking Zone (hereinafter SPP) in the city of Świecie, along with the delivery and installation of devices for collecting and settling parking fees and other devices, including software necessary for the proper functioning of SPP.
A detailed description of the subject of the contract, a description of the Ordering Party's requirements for the implementation, organization and operation of the SPP are specified by:
Appendix No. 4 to the SWZ – Description of the subject of the contract,
Appendix No. 3 to the SWZ - Draft provisions of the agreement.
All requirements set out in the documents indicated above constitute minimum requirements and their fulfilment is obligatory. Failure to comply with the minimum requirements will result in the rejection of the offer as incompatible with the terms of the contract pursuant to Article 226 (1) (5) of the Law Pzp.

The Ordering Party requires having the right amount of equipment and equipment to provide the service. The description of the subject of the contract is attached as Annex 4 to the SWZ.
Pursuant to Article 95(1) of the PPL, the Contracting Authority requires the Contractor or subcontractor to employ on the basis of an employment relationship persons performing activities in the field of performance of the contract in the manner specified in Article 22 § 1 of the Act of 26 June 1974 - Labour Code, i.e. employees performing the following activities:
a) activities directly related to the performance of office tasks,
b) activities directly related to the performance of the tasks of SPP controllers.
The Contractor or Subcontractor shall employ the above-mentioned persons at least for the duration of the contract. In the event of termination of employment by the employed person or employer before the end of this period - the Contractor undertakes to immediately employ on the basis of an employment relationship another person with the required competences.
The Contractor or Subcontractor, within 10 days from the date of signing the contract, will be obliged to provide a statement that the persons performing the above-mentioned activities in the field of contract performance are employed in the manner specified in Article 22 § 1 of the Act of 26 June 1974 - Labor Code.
The Contracting Authority shall be entitled to control compliance by the Contractor or Subcontractor with the requirements related to the employment of persons and to impose sanctions for failure to meet these requirements. Detailed requirements for employment are specified in the SWZ together with Appendix No. 3 to the SWZ.
