Within the framework of the control group set up between the City of Troyes and Troyes Champagne Métropole, this consultation concerns the carrying out of road counts, traffic studies and parking surveys. The tender was conducted according to an open tender procedure in accordance with articles R2124-2 1°, R2161-2 to R2161-5 of the French Public Procurement Code. The selected contractor will be consulted, each time a need arises, through the issuance of purchase orders, in accordance with the provisions of articles R2162-1 to 6 of the Public Procurement Code, and articles R2162-13 and 14 for the provisions specific to purchase orders. This Framework Agreement shall be concluded for a period of 1 year from the date of receipt of the notification to the Holder. In accordance with the provisions of Article R2112-4 of the French Public Procurement Code, the contract is tacitly renewable 3 times per 1-year period. Its duration may not exceed 4 years
Conducting traffic surveys and road countsLot 1: Conduct of traffic surveys and road counts
City of Troyes Maximum annual amount: 200,000 euros excl. VAT / tcm Maximum annual amount: 150,000 euros (excl. VAT).
Counting campaigns and surveys must be started no later than 14 working days after receipt of the purchase order.
Unless otherwise specified in the order form, the final version of the documents must be submitted within the following deadlines:
- For counts and surveys (services described in articles 3.1 to 3.3 of the CCTP): no later than 8 working days after the end date of the count or survey;
- For traffic studies and dynamic simulations (services described in articles 3.4 and 3.5 of the CCTP): no later than 30 working days after the traffic data has been obtained.
Carrying out parking surveysLot 2: Conduct of parking surveys
City of Troyes Maximum annual amount: 30,000 euros excl. VAT / tcm Maximum annual amount: 25,000 euros (excl. VAT).
Unless otherwise specified in the purchase order, parking surveys must be started no later than 14 business days after receipt of the purchase order.
Also, unless otherwise specified in the purchase order, the final version of the documents must be submitted no later than 30 business days after the end date of the survey.
