The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) is the responsible department responsible for the investment management of the companies Bundes-Gesellschaft für Endlagerung mbH (BGE), BGZ Gesellschaft für Zwischenverlage mbH, Gesellschaft für Anlagen- und Nuktorsicherheit (GRS gGmbH und Zukunft — Umwelt — Company (ZUG) gGmbH. Within this framework, the BMU is also responsible for the administration of personnel matters of managers of the companies, in particular the management. It is intended to provide supporting personnel services, which the BMU's investment management will provide, in particular in the search for and selection of senior management staff, as well as in the support of the associated finding processes, in the design and implementation of assessment measures, in the further development of support compensation structures as well as strategic and conceptual issues in human resources work.
The contractor (AN) shall, if necessary, provide the following support services for the BMU (AG'in):
1. Assistance in the search and selection of management personnel
The AN assists the AG'in in the search and selection of management personnel suitable for the respective position and the associated identification processes. In particular, this may include the following components:
— identification, direct search and address, as well as contact with suitable candidates or proposal based on existing management pools or databases,
— conducting initial discussions and pre-selection according to the requirement profi,
— compilation of the application documents of the pre-selected,
— preparation of interviews including the creation of candidate profiles prior to the interview,
— Presentation of suitable candidates.
2. CGK adequacy assessment
The AN shall carry out an adequacy assessment in accordance with the Confederation's Current Public Corporate Governance Code (PCGK) of Management Compensation on a case-by-case basis, including the conduct of a market analysis as well as including the kick-off and discussion/presentation of the results at the AG'In.
3. Support for the (further) development of the remuneration structure
The employee supports the AG'in in the (further) development of the compensation structure and the performance-oriented components. This may include regularly:
— analysis, evaluation and optimisation of the remuneration structure of the management staff,
— Implementation or further development of existing systems of performance-based remuneration, including target agreements and performance awards.
