The subject of this call for tenders is the award of a framework agreement on the basis of which individual leasing contracts for the provision of

bicycles along with accessories for the employees of the client and its affiliated companies can be closed in the implementation of TV bicycle leasing. The framework agreement is also intended to include the provision of implementation and services during the term of the framework agreement. The framework agreement is to have a fixed term of 4 years, which can be extended twice by one year each.

The subject of this call for tenders is the award of a framework agreement on the basis of which individual leasing contracts can be concluded for the provision of bicycles including accessories for the employees of the client and its affiliated companies in the implementation of TV bicycle leasing. The framework agreement is also intended to include the provision of implementation and services during the term of the framework agreement. The client's goal is, among other things, to increase the attractiveness of clients as an employer and to promote the health of employees. One measure here is to improve the working environment of employees through various incentives.

Against this background, the clients intend to conclude the framework agreement under the procedure to implement TV bicycle leasing, which makes it possible to use the collective bargaining and tax simplifications regulated therein, bicycles, e-bikes and cargo bikes as defined in § 63a StVZO (collectively: “bicycles”) leasing accessories that can be leased after TV bicycle leasing at a company and making them available to employees.

An employee should therefore be able to obtain a bicycle of his choice from a bicycle dealer on the basis of an individual leasing contract (individual leasing agreement) between the client and the contractor as well as a transfer and reimbursement agreement between the employee and the client. The leasing installments are offset against the gross monthly salary on the basis of the transfer and remuneration conversion agreement, so that the employee has a higher monthly net income.

The framework agreement regulates the basic service relationships between the contractor as a lessor and the client as

respective lessee. In addition, the framework agreement contains conditions for the respective individual leasing contracts that the client has for the
