This purchase is marketed by a purchasing center. The participating local authorities can be found as an appendix to this contract notice. The assignment includes the acquisition, hosting and accessibility of a 360 O image database with LiDAR technology of roads all over Flanders (estimated at 59,000 km, but can be slightly expanded at the request of cities and municipalities).

The collection and processing to make the new images accessible must be carried out by 31.12.2022 at the latest. The images are made available via a web viewer that will be developed by the provider or an API (Application Programming Interface).

The project management and SPOC function in the roll-out of this project to the various beneficiary contracting authorities are also part of this assignment.

The order is marketed by a central purchasing body. The list of participating local authorities can be found in the appendix to this contract notice. Since 2008, the Flanders Information Agency (AIV) has provided a viewer of the 360 O image database available free of charge to GDI-Flanders participants (including local authorities, intermunicipal companies). The database is similar to Google Streetview, but has been captured more recently, covers a wider area (including minor roads, dead ends) and has better resolution and technology that ensures greater accuracy of measurements.

However, the images in the database are outdated (2012-2014) and need to be replaced. It is therefore necessary to have a new image database created.

The 360 O The image database is used daily within Fluvius to get a first view of a site situation with various questions, complaints from third parties, to prepare a coordination meeting, to be supportive in designing (small works and connection works are designed on the basis of these images without relocation) and drawing up permit applications.

In addition, it offers the possibility to facilitate the migration of geographical data and inventory of the public lighting, air network and above-ground assets as well as to improve data quality.

The images also have potential (possibly in combination with image recognition algorithms) in areas of application that are not yet used at Fluvius, such as:

- Line of sight based products (placement of sensors, WiFi, 5G),

- use in 3D designs of above-ground infrastructure and as-built location plans,

- determining the asset health (perpendicularity of piles, low-hanging overhead pipes, [...]),

- road condition assessment.
