Award of planning services, outdoor facilities planning in accordance with HOAI § 38, service phases (LPH) 2-8.

The State Construction Management Osnabrück-Emsland intends to set up an arrival center for refugees as a two-storey new administrative building for the Federal Office for Migration and Refugees (BAMF). The new building of the BAMF is planned taking into account the guidelines of the sustainable building assessment system (BNB). Silver certification according to BNB is sought for this and for outdoor facilities.

The BAMF and the state reception authority of Lower Saxony are located on the federal property in Rehhagen. The planned new building is therefore located on a nationwide area. The construction site is located within the property fence opposite the main entrance/gate building. It is publicly accessible via the road Im Rehagen 8.

The planned area is currently home to single-storey buildings 8, 27 and 28, built in the 1960s with a low crawl space. The building fabric (solid construction) of the buildings is in poor condition and is sometimes polluted with harmful substances. The building structures 50/ 50a are also located there, which are container systems that are in use by the BAMF until the new building is located.

The new building will be placed on the construction site in such a way that buildings 8, 27, 50 and 50a can be used during the construction phase and the buildings can be dismantling or demolishing after the reconstruction. Building 28 was to be broken down even before the new building was built. An orientated site survey of the construction site and pollutant assessment of existing buildings will be carried out until the SBÖ commits planning services.

The property is located in a swamp and marsh landscape. Many buildings were built using pile foundations at the time. The subsoil survey is also intended to investigate under which conditions a flat foundation can be sufficient, whether the pending soil is contaminated and how the existing deep foundation can be handled.

The property was used militarily and was the target of Allied air raids in World War II. Essential areas have already been examined and released for contamination and explosive means. At the same time, residues from this period can be expected. A preventive and accompanying investigation must be taken into account and planned conceptually for excavation work.
