Open Tender Contest in Accordance with Parts I and III of the Regulations for the Procurement of a Framework Agreement for a Review of the Administrative and Financial Effects of Organisational Changes in the Church of Norway

Description of the Church Council and the council's connection to the procurement:

The Church of Norway has 3 700 000 members, 1 150 parochial church councils, approx. 350 joint councils, 11 diocesan councils and approx. 7 000 employees nationwide. The Synod is the Church of Norway's top representative body and will, after the new religious community law comes into force, give detailed terms on the church's organisation, division and which authority the different bodies in the church will have.

The Church Council prepares the matters that are dealt with by the Synod, implements the Synod's decisions and manages the work between the Synod's gatherings.

The contracting authority in this procurement is the Church Council, the Church of Norway.

There is to be no contact/communication regarding the tender contest with other persons at the contracting authority than the named contact person.

1) The purpose of the procurement:

The Synod agreed in April 2019 to ask the Church Council ‘if they could, as soon as possible in the coming synod period, promote a proposal to the Synod on the future employer organisation and other church arrangements’. The proposal must contribute to better management options for all of the resources, so that more resources can be directed to the church's primary tasks.

In autumn 2019 the Church Council started to work on finding a solution to the question of joint employer responsibility for all those who work locally in the Church of Norway.

The Church Council has appointed a committee that will review a temporary solution where a level between the municipal level and the diocese can be a new employer unit for all local employees in the church. As a part of this work, the committee will order 4 subreviews from separate subcommittees with particular limited review mandates. The main committee will, based on, amongst other things, the subcommittees' sub-reviews, prepare a review report for the Church Council's director by 1.1.2021.

For the period that the main committee is nominated for, the tenderer must work for the committee and be a resource in their work. Expected orders will relate to, amongst other things, a mapping of the current resource situation for the Church of Norway and consequence analyses for proposals promoted by the main committee. There is no current description of all of the Church's resource use. This will be prioritised work in order to have a starting point for consequence analyses for the change proposals. The current resource use relates to carrying out church functions, religious education, management of church buildings, management of cemetery places, administration and infrastructure (IT). Data sources for costs are primarily SSB/Kostra, but other overviews must also be found.

When the main committee has completed its work, the tenderer will carry out assignments for the Church Council that are connected to the church's handling of the main committee's proposal.

2) Contract:

A framework agreement will be signed for the period up to 30.6.2023. Most of the work will be done in 2020. The financial limit for the assignment will be up to 4 000 000 NOK excluding VAT.

3) Lots and alternative tenders:

Tenders cannot be submitted for parts of the assignment.

Alternative tenders outside the requirements specification and goals will no be accepted.

All communication and information exchange between the Church Council and the tenderer must, as a starting point, be in writing via electronic communication means, cf. AFO §22-1.
