The purpose of this contract is the designation of a multidisciplinary team for a complete mission of architecture-urban planning, engineering, consulting on energy performance of buildings (EPB), coordination of safety and health, landscaping and studies relating to the management and remediation of polluted soils.
The proposed team should at least include the following skills:
- Architecture-urban planning;
- Engineering in stability;
- Engineering in special techniques;
- EPB;
- Health and safety coordination;
- Acoustics
- Landscaping
- Expertise in soil pollution;
- Expert in hydrology;
- Naturalist.
The mission is composed of an architecture component and a public space planning component.
The architecture component includes:
• The construction of a 35-place nursery of +/- 700 m2 (including the demolition of an old warehouse of +/- 1,250 m2);
• The demolition of an agora space (+/- 280 m2), and the construction/renovation of a sports equipment (boxing, fitness,...) of +/- 1,500 m2 (+/- 650 m2 built, +/- 250 m2 renovated, +/- 600 m2 existing preserved) and a basement parking of +/- 550 m2;
• The construction of a bicycle room (+/- 80 m2);
• Renovation of associative premises (+/- 450 m2)
The public space planning component includes:
• The development of the future Stephenson Park on land belonging to Infrabel, along the railway, its main entrance on the Stephenson Square side (including building demolitions for a total of +/- 950m2) and another entrance on Rue Navez 70 to 76 for a total of +/- 6,800m2;
• The redevelopment of Place Stephenson in connection with the future Stephenson Park (+/- 2,750m2).
This project is being developed by the contracting authority as part of the Stephenson Sustainable Neighbourhood Contract.
The ambitions of the project are to bring, through urban reconfiguration, new buildings and the creation of a public space, a real improvement of existing conditions, particularly in terms of urbanity and the livability of places.
The sustainable approach of the project will be central and transversal. Particular attention will be paid to rainwater management, soil permeability, biodiversity, circular economy, energy performance and operating costs, both for buildings and for outdoor spaces.
As this project is part of a neighbourhood contract program, conditions dictate that the work contract purchase order be issued before May 2024.
