The city of Ahrensburg intends to build a replacement building for the Am Hagen primary school. According to the “school development plan of the city of Ahrensburg for the years 2019-2023”, the school is planned as a 2.5-class elementary school as before and as an open all-day school (OGS) with around 200 students in the near future.
This tender is looking for an architecture office as general planner for building construction, open space design and technical building equipment. An experienced planning office is required, which in a service phase 0 sharpens the pedagogical and urban planning concept, completes the needs assessment and then takes over the service phases 1-8 for the replacement new building as general planner.
The services to be awarded include:
- Service phase 0: Development of an urban planning concept in cooperation with the school and the city of Ahrensburg,
- Project planning phases for buildings and interiors in accordance with § 34 HOAI 2013: 1-8, gradually,
- Service phases object planning outdoor facilities acc. §39 HOAI 2013: 1-8, gradually,
- Service phases of the technical building equipment according to § 55 HOAI 2013: 1-8, in stages,
- the planning and implementation of the alternative quarters (container solution) and relocation management.
Estimated dates:
- Service phase 0: urban planning concept 2021,
- Service phases 1-3: basic determination, preliminary planning and draft 2021,
- Service phases 4-5: approval and implementation planning 2022,
- Service phase 6-8: preparation u. Participation in the awarding of contracts, property monitoring 2023,
- Completion: end of 2024.

The existing school building extends over several interconnected structures on a property area of approx. 8,104 m
The following building stock is located on the site:
The main building is connected to the extension with a sanitary wing and is only connected to the new building / pavilion by a roof. Self-sufficient behind the new building / pavilion is the after-school care building, which will only be demolished after the replacement building has been completed, as the premises will be used by the OGS until the end of the construction project. A small technical building is located between the pavilion and the after-school care building.
1. Sports hall: built in 2003, 1-storey, reinforced concrete with bricked side wings, saddle roof construction: steel truss,
2. Main building / old building: Bj. 1935, 2-storey with a loft and partial basement, masonry construction with hollow stone ceiling construction, saddle roof,
3rd extension / middle wing: built in 1955, 1-storey, masonry construction, pitched and flat roof,
4. New building / pavilion: Bj. 1973, 1-storey, tubular steel supports, outer wall: prefabricated metal facade, type "Kasseler Modell", inner wall: movable metal walls, brick sanitary core, flat roof with roof edge trim made of Eternit panels (asbestos contamination),
5. After-school care building: Bj. 2002, 1-storey, steel girder frame construction with wooden wall infills, steel girder supports clad with Ridurit panels, pent roofs
None of the buildings are listed.
There is an urban development study from 2019 on various new construction variants. It presents various options for placing the expected building volume on the property, depending on the educational concept. A decision on the urban form has not yet been made and is part of the services to be awarded. A valid building plan is available.

- LPH 0: Development of an urban planning concept in cooperation with the school and the city of Ahrensburg,
- LPH object planning buildings and interiors acc. § 34 HOAI 2013: 1-8, gradually,
- LPH object planning outdoor facilities according to §39 HOAI 2013: 1-8, gradually,
- LPH of the TGA according to § 55 HOAI 2013: 1-8, gradually,
- the planning and implementation of the alternative quarters (container solution) and relocation management.
The overall architectural conception of a school building is based on a pedagogical guideline, which implies a differentiated and coherent spatial program. It is important to involve all groups involved in the school construction, such as education, architecture, politics and administration, at a very early stage. In a LPH 0, the planning office together with the various actors (city of Ahrensburg, school management, teachers, possibly others) should develop a content and spatial concept at workshops that ensures the efficiency, needs-based and future viability of the building project (see appendix LPH 0).
The planning service also includes an interim solution with containers for the missing classes, the school administration and storage space during the construction period, the planning of the actual move including general and technical equipment, storage and its implementation. For the new building, a relocation plan must also be carried out, which includes the general newly acquired equipment and signs. With regard to the signage, planning in the form of information signs in the building and door signage systems is expected.
The building should be designed barrier-free and also include the connection to the old building with barrier-free access (elevator) and its design with expansion and partial renovation.
This is followed by the planning and implementation of the partial demolition and the new building in LPH 1-8.
All services for the demolition and the new building are to be carried out while the school is still in operation.
The energy supply is currently ensured with 2 natural gas boilers in the old building and further natural gas boilers in the pavilion / after-school care center. With the new building, the GEG (2020) comes into play, which means that the city of Ahrensburg, as a public authority, is obliged to act as a role model (see the attachment statement on energy supply).
Advice and support for applying for funding is desired, for example by drawing up a separate cost statement / estimate for the measure to be funded.
A cost estimate according to DIN 276 is available (see attachment).
The offer to be submitted for the fee follows the modalities, the calculation scheme and parameters as well as the fee tables of the HOAI 2013 and includes all LPH (1-8) for building construction, open space design and TGA. LPH 0 must be specified separately.
