Appointment of a social secretariat for payroll administration. Purchase of a software package for personnel management and policy for the municipality and OCMW Affligem.

By awarding this parcel, a social secretariat is appointed to provide the payroll and wage administration for the municipality and the OCMW Affligem in accordance with Belgian social security law. The assignment runs over a 10-year period. The services will be provided to asap after the award of the government contract. In this public contract, the municipality of Affligem acts as a contracting authority and is looking for a partner who, due to his specific experience in the field of payroll administration, social-legal legislation, can provide services of a full-service social secretariat and for whom the exchange of information in both directions preferably runs digitally in a standardized way.

The legal position regulation and the employment regulations of the municipality and the OCMW have been added as an appendix. The social secretariat must provide its services in accordance with the legal requirements and with due observance of the provisions of these two administrative documents.

The expected service includes:

- the delivery of a pay engine,

- performing the services of a social secretariat,

- providing legal advice with regard to social, labor and tax law.
