This assignment includes scientific monitoring and research within the framework of the 'Everyone Digital' action plan.

The assignment includes the following three parts:

- Monitoring and impact measurement:

• the monitoring of the various trajectories of the Everyone Digital Action Plan, being the actions set up by Mediawijs, VVSG and District09, the 27 pilot projects launched at small and medium-sized local authorities regarding a local e-inclusion policy and the further financial support of all local authorities, the roll-out of digital accessibility in Flanders by following up the City Deal and the actions set up by Inter, and the roll-out of a screening tool regarding the digital skills of employees of local authorities and the Flemish Government.

• the realization of an annual state of digital inclusion in Flanders.

- Policy preparatory research: the annual realization (mid-2022 - end 2024) of two short-term policy preparatory studies on digital inclusion, i.e. 2 in 2022, 2 in 2023 and 2 in 2024.

- Academic & social valorization of the research results.
