The object of the contract is the preparation of economic reports for the state of North Rhine-Westphalia for the years 2023 to 2025 (with extension option until 2027), namely in February, spring and autumn.

The economic reports must include a growth forecast for the current year. Furthermore, the autumn economic reports must contain an estimate for the following year and the February economic reports an estimate for the previous year.

The economic reports are intended to present the main economic indicators for the state of North Rhine-Westphalia for the current time frame and the recent past over the past four years (also graphically) and to explain them vividly, embedded in a consistent overall picture of NRW's economic development. Developments in individual sectors of the manufacturing industry will also be considered. In addition, further appropriate indicators for short-term developments in services should be proposed.

The reports are also intended to assess the development of the global economy and the euro area and outline how these affect the course of the economy in NRW. The economic reports should continue to be economic sentiment indicators.

The description and analysis of the main economic indicators is to be embedded in an overall picture of the economic development of North Rhine-Westphalia. The current situation on the labour market must also be presented.

The figures presented are to be set and classified in relation to the development in Germany as a whole.

Based on the current economic development in Germany as a whole, the development of the global economy and the EU or the euro area, a forecast of the (real) growth rate of North Rhine-Westphalia's gross domestic product of the past and the current year can be derived from the analysis in the economic reports, taking into account the special features in North Rhine-Westphalia.

All reports together should result in a consistent series of reports in which the individual reports are related in terms of content and methodology and build on each other.
