The contract aims to appoint a design office to develop a project for the development of the cyclostrade of the Dyle Valley (cycling corridor) cycling development with a width of 4 m along railway lines 139 and 140 between Court-Saint Etienne station, Ottignies station and Wavre station and to ensure the direction of the works.
Certain portions of the route will not be part of this contract insofar as they will be directly studied by the municipalities and implemented by joint contract or executed directly by other actors.
The sections concerned are:
• the section of rue Belotte and rue des Technologies between avenue de Wisterzée and the cylo-pedestrian footbridge (L140) in Court-Saint-Etienne;
• the section between Avenue Albert Ier (N239) and Rue du Congo in Ottignies;
• the section between the rue de la Wastinne and the provincial road in Wavre.
On the basis of the route study listed in Annex B, the design office will have to carry out a development project, produce all the documents necessary to obtain a planning permit, evaluate the cost of the work, carry out the technical part of the specifications including the quantity survey and ensure the direction of the work.
This market is divided into tranches:
• Firm tranche: Phase 1: Preliminary design – 25% of the market;
• Conditional tranche: Phase 2: Permit application – 10% of the market;
• Conditional tranche: Phase 3: Project for execution – 35% of the contract;
Phase 3 is divided into 2 sub-phases:
3.a. project for execution (30%);
3.b. analysis of submissions and award report (5%);
• Conditional tranche: Phase 4: Execution studies and execution of the works – 30% of the contract.
Phase 4 is divided into 3 sub-phases:
4.a. Execution studies and follow-up of the execution of the works (25%);
4.b. provisional acceptance and control of statements (3%);
4.c. final acceptance (2%).
