Provision of comprehensive laundry services along with the implementation of the RFID-HF radio identification system - case sign: Z/78/PN/23

The subject of the contract is the provision of comprehensive laundry services to the Ordering Party along with the implementation of the RFID-HF radio identification system by the Contractor. The Ordering Party anticipates that the average amount of assortment to be washed will amount to approx. 30,000 kg / month. The estimated amount of washed assortment over a period of 24 months will be 720,000 kg.

The Contracting Authority shall inform that in this procedure carried out by unlimited tender, it provides for the possibility of applying the procedure referred to in Article 139 (1) of the Law p.z.p. The Contracting Authority shall first examine and evaluate the tenders, and thereafter shall make the entity qualification of the Contractor whose offer has been highest assessed in the absence of grounds for exclusion and fulfilment of the conditions of participation

in the proceedings

1. The subject of the contract is the provision of comprehensive laundry services to the Contracting Authority along with the implementation of the RFID-HF radio identification system by the Contractor. The Ordering Party anticipates that the average amount of assortment to be washed will amount to approx. 30,000 kg / month. The estimated amount of washed assortment over a period of 24 months will be 720,000 kg.

2. The subject of the contract shall, in particular, include:

1) comprehensive laundry services of general hospital underwear and other assortment owned by the Ordering Party, described in paragraph 3 and Appendix No. 3 to the SWZ, owned by the Contractor, in accordance with the needs of the Ordering Party, including:

a) collection and transport of dirty underwear from the office of the Ordering Party (warehouse of dirty linen) to the laundry room,

b) laundry services including water laundry, drying, disinfection, maglation, pressing and dry cleaning and chamber disinfection of the non-water-washable range (depending on the type of service subject and using laundry technology according to the use of laundry technology according to the type of service

with sanitary requirements and manufacturer's recommendations), folding underwear, division (segregation in accordance with the assortment and organizational unit of the Ordering Party),

c) repairs — small sewing services (including e.g. sewing buttons, tricks, sliders, rubber bands, sewing tears, rip seams and other necessary repairs),

d) packing in bags for transport and clothing personnel in bags and on hangers,

(e) transport of clean (laundered) underwear and its delivery to the Ordering Party (warehouse of clean underwear);

2) implementation by the Contractor of RFID-HF underwear radio identification system

and marking the laundry assortment owned by the Ordering Party with chips/tags and bar codes (as an additional source of identification next to chips/tags) enabling contactless identification, counting and recording of dirty and clean assortment in the laundry plant, divided into departments and organizational units of the hospital. and covering the RFID-HF system with an assortment of approx. 7000 pieces (excluding bed mattresses and bedsore mattresses);

3. The washable assortment includes bed linen, bed linen, mattresses, blankets, workwear

and protective personnel of the Ordering Party and other items not mentioned constituting the equipment of the Ordering Party, listed in detail in Annex 3 to the SWZ.

4. A detailed description of the subject of the contract and the terms of the contract, including the conditions for the organization of the provision of services, are set out in Annex 3 to the SWZ "Description of the subject of the contract" and

in Appendix No. 4 to SWZ.

5. The Contractor is obliged to implement the RFID HF system (radio identification system for underwear) at the Ordering Party in order to identify, monitor and record each piece of assortment in the hospital linen circulation, by: marking each piece of underwear owned by the Ordering Party with chips/tags in RFID HF technology and bar codes. Fashion clothing must be additionally marked with a thermal label containing the name and surname of the employee, the name of the organizational unit, the name of the hospital.

6. The Contractor is obliged to have implemented the quality management system RABC (Risk analysis biocontamination control-system for control and analysis of biological contamination) in the scope of washing, disinfection, renovation and completion services using RFID technology along with transport for health care facilities, in accordance with the Polish standard PN-EN 14065 "Textiles. Textiles processed in the laundry. Biocontamination Control System", enabling laundries to ensure the microbiological quality of the textiles they wash.

7. The Contractor shall have implemented and certified quality management system ISO 9001:2008 and environmental management system ISO 14001:2004 in the scope of at least washing, dry cleaning, disinfection, drying and ironing and renovation services

and completion using RFID technology along with transport for healthcare facilities.
