This consultation relates to the provision or acquisition of a condominium management solution as well as its implementation, focused on customer relations and the optimization of business processes: Supply, installation, hosting and maintenance of software to support VILOGIA PREMIUM in the management of condominiums of which it is trustee.

The solution must, at a minimum:

- Allow the management of condominiums for several Syndic companies as well as the accounting of a co-ownership,

- Have the ability to manage all stages of the General Assembly (GA): Convocation of AGM / Holding of GA, minutes ... (LRE),

- Have an extranet for co-owner clients, allowing them to communicate with the Syndic, to inform them, to manage calls for funds (dematerialization of the Call for funds from the customer area or the mailbox and sending of letters, envelope carried out by the services of the holder), application format, payment of automated documents, online payment, automatic generation of reports,

- Allow to generate all legal and mandatory documents, updated regulations in force ("Up to date"),

- Comply with GDPR and RGAA accessibility regulations (100%),

- Be ergonomic, facilitating in use,

- Manage the "disaster" component,

- Administer the recovery,

- Follow interventions with automation in reminders,

- Manage ASL (Free Trade Union Association),

- Administer and manage specific products with differentiated management rules (Example: social rental usufruct),

- Integrate variables: integration of evaporation units and water index in Schlumberger format,

- Manage checks,

- Allow access to an automated banking component: be able to issue automatic transfer files, pay suppliers, receive transfers and direct debits.

- Integrate the dematerialization of invoices generated in the tool, but transmission to the co-owners directly from the tool,

- Offer the possibility of making PSLA (Social Loan rental-accession) and rental management with a bridge to the condominium, during the market.

the incumbent must:

- Provide the Contracting Authority with a solution, interfacing with its applications, ergonomic and easy to access,

- Provide the necessary licenses and connectors,

- Provide user guides, the necessary documentation, in French compulsorily,

- Support the Contracting Authority in the deployment of the solution, its integration (with a designated project team), the configuration, the links to operate, its implementation and its use, (Project Management, framing ...)

- Guarantee the maintenance of connectors,

- Train administrators, IT ...

- Ensure Maintenance, availability rate of the solution, updates of the solution, resolutions...

- Offer a Hot-Line and/or Web support for any problem encountered by the Contracting Authority,

- Provide reports, dashboards ...

- Participate in annual committees with the Contracting Authority in order to propose areas for improvement, address issues over the past year, resolution deadlines, action plans carried out...

- Designate a single dedicated interlocutor for the duration of the contract,

- Ensure data security, via a PAS (Security Assurance Plan), PAQ (Quality Assurance Plan), data storage, backups, restoration ... Limit and Prevent the risk of attacks,

- Inform the Contracting Authority of all the prerequisites necessary for compliance with the schedule and the effective implementation of the solution,

- Destroy the data at the end of the contract or at the request of the Contracting Authority,

- Propose a reversibility solution at the end of the contract,

- Propose an environmental component as part of the service,

- The solution must host the data in the European Economic Area (EEA).
