Kennisnet is looking for an auditor who, in the field of audit assignments, has minimal experience with:
1. The control of semi-public institutions. These are private organisations that have a subsidy relationship with the Ministry of Education, Culture and Science, Social Affairs and Employment or the Ministry of Health, Welfare and Sport and fall under the framework for subsidies for OCW, SZW and VWS.
2. European procurement procedures;
3. WNT Framework of Standards and Policies;
4. European and Dutch competition and state aid rules.
The expected (cumulatively moving) contract value including project subsidy statements amounts to € 520,000,= excluding VAT; annually € 130.000,= excluding VAT. The order value is therefore above the European threshold of € 215,000, = ex VAT. The maximum amount from the Executive Budget for this assignment is € 130,000, = excluding VAT on an annual basis.
Accounting services
Kennisnet must draw up annual accounts. In addition to the annual accounts, Kennisnet must also submit an annual financial statement in accordance with model DUS-I as a subsidy justification for the institutional subsidy received. This financial accountability must be in accordance with kennisnet's subsidy regulations. An audit protocol has also been issued for the audit by the Minister of Education, Culture and Science and there is a Model Audit Report. The subsidy regulations (as included in the decision for the year 2023), the Audit Protocol belonging to the Framework for Subsidies for Education, Culture and Science, SZW and VWS and the accompanying model audit report are included as Annex B. Both the annual accounts and the financial statements must be submitted with an unqualified audit report from a certified auditor.
For some additionally funded projects, Kennisnet must provide a financial statement, including an audit report from a certified auditor. In addition to an audit assignment for the annual accounts, these additional assignments will also be provided to the auditor as an integral part of this tender. In 2023, there will be 4 additionally funded projects for which a separate audit report will be requested.
Kennisnet is therefore looking for an auditor who, in the field of audit engagements, has at least experience with:
1. The control of semi-public institutions. These are private organisations that have a subsidy relationship with the Ministry of Education, Culture and Science, Social Affairs and Employment or the Ministry of Health, Welfare and Sport and fall under the framework for subsidies for OCW, SZW and VWS.
2. European procurement procedures;
3. WNT Framework of Standards and Policies;
4. European and Dutch competition and state aid rules.
Kennisnet attaches great importance to the relationship with the service provider to be selected and is therefore looking for a flexible and high-quality, service-providing accounting firm.
The contract shall be awarded to the tenderer, who meets the minimum requirements and who has not submitted irregular documents and who has submitted the most economically advantageous tender, which will be assessed on the basis of the best price-quality ratio (Best PKV). Main weighting "quality" is 70%; Main weighting factor "Price" counts for 30%.
Kennisnet intends to conclude one framework agreement with one contracting party for the period of two (2) years, with the option to extend twice (2) by one (1) year, subject to government decisions and/or government decisions.
The expected (cumulatively moving) contract value including project subsidy statements amounts to € 520,000,= excluding VAT; annually € 130.000,= excluding VAT. The Contracting Authority reserves the right to set aside tenders for which the total (weighted) tender price on an annual basis exceeds € 130,000, = and to exclude the tenderer.
