The purpose of this consultation is to carry out a financing operation in the form of leasing for an estimated amount of EUR 12 000 000 excl. VAT over four years.
The Center hospitalier de Valenciennes, a support establishment for the GHT-HC, acts as the group's contracting authority. It includes twelve establishments (Hospital centers of Valenciennes, Saint-Amand-les-Eaux, Denain, Cambrai, Cateau-Cambrésis, Le Quesnoy, Maubeuge, Hautmont, Jeumont, Avesnes-sur-Helpe, Fourmies, Fellerie-Liéssie) .
This contract is directed to the following establishments that are members of the Groupement hospitalier du Hainaut-Cambrésis: Centre hospitalier de Valenciennes, Centre hospitalier Sambre-Avesnois and Centre hospitalier de Denain.
The purpose of this framework agreement is to define the terms governing contracts awarded on its basis, hereinafter referred to as subsequent contracts.
This open call for tenders is subject to the provisions of Articles R. 2124-1, R. 2124-2 1º and R. 2161-2 to R. 2161-5 of the Public Order Code.
This consultation will be conducted pursuant to Articles R. 2162-1 to R. 2162-12 of the Public Order Code relating to framework agreements. This is a subsequent contract framework agreement.
The framework agreement shall be awarded to a minimum of three (3) economic operators and a maximum of twenty (20) (subject to a sufficient number of tenders).
Subsequent contracts resulting from this Agreement shall be awarded under the terms and conditions defined to the PAC.
As an indication, the estimated amounts of orders per year are broken down as follows (non-contractual):
— Valenciennes Hospital: 2 770 000 EUR/year;
— Centre hospitalier Sambre-Avesnois for: 200 000 EUR/year;
— Denain Hospital Centre for: 30 000 EUR/year.
The first subsequent contract of this framework agreement is attached to this consultation. Applicants will be required to provide an offer for the framework agreement as detailed in the CPAC as well as an offer for the subsequent contract as required detailed in the consultation letter.
