1. The subject of the contract is the service of preparation of a document entitled: "Regional Plan for Adaptation to Climate Change for the Silesian Voivodeship", which consists in particular:
1) Developing a diagnosis of adaptation needs for the Silesian Voivodeship;
2) Development of the document entitled: "Regional Plan for Adaptation to Climate Change for the Silesian Voivodeship";
3) Conducting a strategic environmental impact assessment together with the preparation of an environmental impact forecast in accordance with the Act of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and on environmental impact assessments (consolidated text, Journal of Laws of 2022, item 1029 with późn.zm)
4) Carrying out social participation and information and promotion activities during the implementation of the stages listed above in points 1) to 3).
2.The description of the subject of the contract (hereinafter: OPZ) constitutes Annex 3 to the SWZ/Appendix No. 1 to the draft provisions of the contract.

3. The designed provisions of the Agreement on the above public procurement to be entered into the contents of the contract are set out in Annex No 2 to the SWZ.

5.This contract is co-financed by the integrated project LIFE "IP LIFE for the adaptation of post-mining areas" [LIFE20 IPC/CZ/000004 - LIFE-IP COALA], co-financed by the LIFE financial instrument under the European Union funds and by the National Fund for Environmental Protection and Water Management as well as the budget of the Silesian Voivodeship.
6.The contracting authority, prior to initiating this public procurement procedure, conducted preliminary market consultations. A copy of the Protocol on the preliminary market consultations No. 01/RP/2022 constitutes Annex 4 to the SWZ.
7.UWAGA:
- The contractor should ensure such conditions for conducting workshops that they are also accessible to persons with disabilities (OPZ, points 3.4, 1) (e))
- The contracting authority requires that the final elaboration be created in accordance with the rules contained in the "Instructions for creating available documents in Microsoft Word", Office of Electronic Communications, January 2018 (OPZ, points 5.5, 3)).
