The special purpose association Finow Canal (ZRF), founded in February 2020, intends to take over the twelve locks of the Finow Canal from the previous owner, the Federal Republic of Germany. The aim of the association is to ensure the permanent navigability of the Finow Canal for motorized and muscle-driven boat traffic and the development of water tourism in the entire region. Members of the municipal purpose association include the district of Barnim, the cities of Liebenwalde, Eberswalde, Oderberg and Bad Freienwalde, as well as the municipalities of Wandlitz, Marienwerder, Liepe and Niederfinow.
The locks are taken over on the basis of a comprehensive financing agreement between the federal government, represented by the General Directorate for Waterways and Shipping (GDWS) and ZRF in two lock packages:
Lock package 1 (SP1)
- Ruhlsdorf, Leesenbrück, Grafenbrück, Schöpfurt, Heegermühle; Wolfswinkel locks
Lock package 2 (SP2)
- locks wire hammer, copper hammer, Eberswalde, ragoese, engraver and liepe
The owner of the Federal Republic of Germany retains the water surface of the Finow Canal as well as the other hydraulic engineering facilities (weirs, bridges, etc.) and the associated maintenance and management tasks.
After completion of the approval planning, SP 1 is currently undergoing final review by the relevant approval or licensing authorities. Construction is scheduled to start in the 4th quarter of 2022 and completion of all construction measures is planned for May 2025. In parallel, preparatory work was already started in March 2022.
In preparation for the commissioning of engineering services (general planning) for the basic repair or modernization of SP 2 locks, an EU award procedure is currently being carried out. The aim is to place the order in June 2022.
The hand-operated locks of SP 2 were built as double-width chamber locks and have a chamber length of approximately 41.50 m, a clear passage width of approx. 9.60 m, overcome drop heights of between 2.30 m and 4.20 m. Up to the Eberswalde lock, which was completely overhauled in 2001, there is a urgent need for basic repair. The Eberswalde lock requires maintenance. In addition, as part of the construction work, all locks are to be equipped with electric drives for automated, self-service operation with remote monitoring.
The general planning service includes the required engineering planning services for the HOAI 2021 performance specifications as follows:
- Project planning (buildings, open spaces, engineering structures, traffic facilities)
- Specialist planning (structural engineering, technical equipment)
- Specialist planning and consulting services (geotechnics, planning services building material technology inventory surveys, engineering surveying
- Other services (services according to construction site regulations, site supervision, etc.)
The ZRF will optionally assign services in stages in five planning stages for engineering planning services.
The ZRF is in charge of project management for the implementation of SP 2. Due to the scope, complexity and comprehensive problems of the overall project, the project management services to be awarded are required for overall organization and coordination, technical support and for assuming ZRF's project responsibility.
The project management services include the monitoring and coordination of the engineering planning of HOAI service phases 1 to 8 described in Section II.1.4), including construction supervision and SIGKO services as well as construction measures at the six locks. The service to be provided includes the services provided by the “Committee of Associations and Chambers of Engineers and Architects for the Fee Regulations e.V.” (AHO publication series no. 9, 5th edition of March 2020) as follows:
- Project stage 1: Project preparation
- Project stage 2: planning
- Project stage 3: Execution preparation
- Project stage 4: execution
- Project stage 5: Project completion
And the areas of activity belonging to all project stages as follows:
- Area of action A: organization, information, coordination and documentation
- Activity area B: Qualities and quantities
- Action area C: Costs and financing
- Action area D: Deadlines, capacities and logistics
- Action area E: Contracts and insurance.
It is intended to conclude a work contract in the form of a project management contract. This is concluded as a phased contract for the above-mentioned project stages 1 to 5. The contract text is attached to the participation documents. Initially, only the services of project stages 1 and 2 are commissioned, of which project stage 2 is only proportionally commissioned to accompany HOAI service phases 2 (preliminary planning) and 3 (design planning)
Project stage 2, similar to planning stage 3 of engineering planning, is only commissioned after the support of the HOAI LPH. 4 (approval planning) after the ILB has submitted the grant decision.
There is no entitlement to transfer project stages 2 (proportionately from HOAI performance phase 4) and project stages 3, 4 and 5, and even if overall financing is secured.
The settlement of the contract should take place on the basis of the personnel costs actually incurred and to be proven. The client also assumes that the services do not have to be provided continuously over a period of one month. Billing based on hourly expenditure is therefore planned on the basis of contractually agreed hourly rates.
For billing, the contractor must provide a detailed proof of effort, stating the content of the services provided in each case.
