The HPA intends to conclude a framework agreement for technical and conceptual support for IT procurement.
In the implementation of the IT strategy at HPA, user- and demand-oriented IT procurement plays a key role

To this end, conceptual and technical consulting and support services for the procurement of high-tech components, support services assembled according to requirements in compliance with data protection and security requirements as well as proper project success in the execution of the contract must be ensured.
The implementation in procurement projects then requires support in planning and coordination as well as the development of needs-based tender documents consisting of technical specifications, service descriptions, criteria catalogs and evaluation matrices. If necessary, market investigations must be carried out to the extent permitted by law.
1. The HPA intends to conclude the framework agreement with a partner.
2. The estimated quantity of the framework agreement is approximately 800 person-days over the entire duration. Unused services expire at the end of the contract period.
3. The maximum limit shall be 150% of the total estimate. The maximum limit is not exhaustive and does not oblige the HPA to conclude individual orders in a certain quantity and amount. The contractor is not entitled to the conclusion of individual orders, neither in terms of number, nor in terms of their scope or order volume. The provision of § 132 GWB remains unaffected.
4. The intended type of contract is an EVB-IT service contract. The associated terms and conditions become part of the contract. The contractor's general terms and conditions shall not become part of the contract.
5. The planned start of the contract is 01.02.2024.
6. The minimum contract period is two years.
7. The contractor is not obliged to accept individual orders or to submit an offer for individual orders.
8. Individual contracts based on this Framework Agreement shall be awarded in accordance with the following conditions:
a. The assignment is carried out by means of service calls for specific tasks. In the event of specific requirements, the contractual partner will be asked to submit an offer. This offer is being examined for economic viability.
b. Experience gained by the HPA during the term of the contract with regard to the quality of service provision is taken into account. The documentation of the services is carried out by the HPA's supplier management.
9. The contractor is not entitled to the conclusion of individual orders, a certain minimum call-off quantity or a minimum order amount.
10. The contracting authority is also entitled to award services outside the framework agreement by way of a separate procurement procedure, insofar as it considers this to be expedient.
