Mission of author of global project which includes the mission of complete architecture, the study of stability, the study of special techniques and the study EPB for the construction of a new accommodation center for the CPAS of Tournai and the mission of an urban architect for the realization of a master plan.

Regarding the infrastructure, it will consist of a reception and administrative area, a community living space and a space dedicated to the accommodation of residents, composed of 10 housing units representing a total capacity of 45 beds.

The design of the project must be studied on the basis of the needs of the users, the programming of the works and the plans of intent that have been defined, while remaining in accordance with the standards in force for shelters, accommodation and support homes for people in social difficulties.

A more precise description of the project is set out in the technical clauses of this contract.

The mission includes, in collaboration with the services of the CPAS of TOURNAI, as contracting authority and the intercommunal Ipalle as assistant to project management, the following phases:

• Phase A: Optimization and finalization of the preliminary project on the basis of the plans of intent and the programming of the works.

• Phase B: Establishment of the project and the application for planning permission.

• Phase C: Submission file and analysis of tenders

• Phase D: Control of the execution of the works until the final acceptance of the works.

It is specified that the following missions/tasks are not part of this contract and will be subcontracted by IPALLE:

• The mission of safety and health coordination.

• The soil tests themselves (the analysis and interpretation of the results for the stability study is the responsibility of the tenderer).

• Publication of the works contract notice.

The study of a master plan (sum to be justified) must be carried out on the plots delimited on the site plan included in the documents in restricted access (see Article III.2 of the technical clauses of the service contract).
