The project:
The Arkivfloken project will solve administration challenges connected to how correct information is documented and taken care of for the future. The current approach is out of date; the process builds on old paper systems and the IT systems that are used are also out of date. At the same time, it is very problematic for both legal protection and democracy as a whole if public decision processes and proceedings cannot be documented and subsequently tested.
The National Archive Services of Norway believes that it is important to take a step backwards and rethink ideas. We have to put the users at the centre. We would like to rethink systems, solutions and ways of working, instead of continuing to repair in the form of incremental changes. We would like to challenge the current solutions and systems. Can this be solved in completely different ways?
The project must result in good answers as to what is required to achieve innovation in this area, and what is required to engage different actors to work together to develop new systems. The National Archive Services of Norway are particularly focussed on starting an eco-system for innovation — by the project contributing to establishing an innovation arena. Different actors can contribute here with their competence in order to develop tomorrow's systems. This means that those in the project must think as a whole and across their field, and facilitate for cooperation across sectors.
Objective of the procurement:
We would like to use this procurement to obtain the correct competence to implement a good StimuLab project. All StimuLab projects shall be in accordance with the triple diamond and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.
As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project's complexity and size and will be clarified further in the dialogue phase.
Roles and responsibility:
The National Archive Services of Norway is the project owner as well as the contracting authority for the project.
Difi is making the procurement on behalf of the contracting authority, as part of the StimuLab project.
Budget: 3 900 000 NOK + an option for up to 3 900 000 NOK excluding VAT.
Contract length: the project is ready to start up as soon as possible after the procurement has been made. The contract duration is 1 year with the option to extend for up to 1 year + 1 year.
