This consultation concerns a contract for intellectual services relating to the provision of the following services: the development of a territorial coherence scheme. The contract holder will be responsible for a global mission of assistance to the contracting authority constituted by the Beauvaisis-Clermontois mixed syndicate. The objective of the mission will be to accompany and provide global technical advice for the Scot development procedure

the service provider in charge of the development of the Scot will rely on an unfolding of the mission around the following 4 phases: Phase 1: Diagnosis and prospective Phase 2: Orientations/Development of the strategic development project (Pas) Phase 4: Project termination /Public inquiry /Approval of SCOTPhase 3: Guidance and objectives document (Doo) and implementation in regulatory form of the Scot project
