Contracting entities shall provide assistance for the development, maintenance, support, further development and operation of the Loan and Collection Solution. The Loan and Up Claims Solution shall support the governmental tasks related to the application and administration of the permanent freezing order and pensioner loans, as well as collecting it as part of the Housing Tax Settlement 2017.
The 2017 housing tax settlement involves a new model of property taxation, which consists of two main elements. First, the settlement involves collecting the property taxes (property value tax, basic debt and cover tax) being collected in the state from 2024. Second, the settlement includes a series of moves designed to ensure reassurance for homeowners in the transition to the new property assessments. Contracting entities shall develop and operate the IT system 'Loan and Charging Solution'. The Loan and Charging Solution is an IT system designed to support, among other things, the application and administration of the permanent freezing scheme and pensioner loans and charging, which the contract tendered must support.
The contract includes the following main benefits:
A. Delivery
The vendor shall develop, deliver and implement the Loan and Charging Solution. Delivery is divided into Part-deliveries that are expected to be delivered according to an agile form of delivery. Part-Delivery 1 shall under-support application for retiree loans and the creation of loan proceedings for retiree loans, as well as establish exhibition solution that supports communication with the citizens of TastSelcitizen. Part-Delivery 2 is intended to support the rescheduling and creation of municipal freezes and pensioner loans. Part-Delivery 3 is intended to support the administration and collection of loans, including the creation of new loan cases and loan requirements for freezes and retiree loans, incidents throughout the year, collection and accounting, and case management. Part-Delivery 4 shall support receipt of data as well as the creation of loan requirements on the basis of receipt of data from the advance.
B. Application Maintenance
Application Maintenance means that the Vendor performs preventive maintenance, including optimizing the performance, reliability and functionality of the solution through releases and new versions, and ensuring the implementation of updates in the form of patches, service packs and security updates. In addition, the Supplier must continuously correct identified errors in the Solution and adapt the Solution in the light of new/amended general legislation for the supplier's business where the Supplier is a duty subject.
C. Application Support
Application Support means that the Provider makes a Service Desk available to Contracting entities and ensures that all inquiries are recorded, processed and verified. In addition, the Supplier shall ensure that deviations and events not planned and underlying causes are recorded and dealt with.
D. Drift
The supplier shall operate the System and ensure that this is available to Contracting entities and provide capacity for the operation of the System and those connected Services. In addition, the supplier must ensure that the platform is constantly updated and install updates in an appropriate course after their release. The vendor shall also provide customer-specific platform and platform support, as well as provide a consultancy for resolving tasks related to the System and which are a prerequisite for the redemption of Contracting's needs.
E. Booking Services
The supplier shall provide ordering services related to the purposes of the contract, including special further development deliveries and consultancy services. Ordering services shall support the business objectives and needs of the Contracting Registry, including as a result of, for example, modified administrative practices and legislation, business wishes or technological development. The vendor shall also assist Contracting entities in optimizing the system, including providing project management in optimization projects and by conducting analyses and recommendations in this respect.
