Software package and information systems. Defence Equipment and Support (DE&S) is a bespoke trading entity, and arm’s length body of the Ministry of Defence. It manages a vast range of complex projects to buy and support all the equipment and services that the Royal Navy, British Army and Royal Air Force need to operate effectively. DE&S works closely with industry, including through partnering agreements and private finance initiatives.

DE&S now has a requirement for a development partner to further develop its P3M system in particular in the areas of EVM, cost management, forecasting, interfaces to other systems and additional Business Intelligence (BI) reports. The development partner will work with DE&S and its platform manager to enhance the system using an agile development approach. There are several capability enhancements planned, the majority of which will involve the configuration of Unifier.

DE&S is looking for a development partner with experience of configuring our P3M Oracle-based product suite, particularly Unifier/P6 following an agile development approach. They must also be familiar with project control techniques such as EVM, forecasting and have a track record of successfully delivering enterprise level solutions in a secure environment. The selected development partner will become the Solution Architect for the tool suite and be invited to provide adoption support and an application help desk service. The supplier will need to work with an existing Platform manager to manage releases of capability onto the production system.
