Project and Process Support

The competition concerns a framework agreement for the delivery of project and process support.

Over several years the contracting authority has worked to strengthen the organisation's competence in project management and project work. The contracting authority has a relatively small organisation, and there will therefore be a need to purchase both competence and capacity to implement good projects.

The contracting authority has responsibility for technical construction regulations, lift regulations and construction goods regulations. The contracting authority also has a role as a professional consultant for the regulation work within the area of the planning and building Act. Regulations and advice will be built on a good professional basis.

The contracting authority has technical competence, but may have a need for expertise in different areas to fulfil and complete the contracting authority's own competence.

The contracting authority is a directorate in the central government administration. Relevant project types may particularly be regulatory work, reports and strategy work. We also have a significant investment in digitising, and the contract may include project support for the digitising projects, i.e. support for the contracting authority in the dialogue with different development companies.

The contracting authority's employees have high competence within different disciplines such as engineering, law and administrative informatics.

There may be a need for both support to implement complicated processes, including those that require adjustment, and for simpler assignments as a project assistant/secretary. The contracting authority also needs assistance with planning, implementation and follow-up of workshops and other events.

The procurement value is anticipated to be: 2 000 000 NOK-8 000 000 NOK excluding VAT per year. The value is an estimate and must therefore be considered non binding.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

It is possible to submit tenders for one or more areas of the procurement. Sub-tenders cannot be submitted within the individual areas, nor alternative tenders.

The procurement can be divided in the following manner.

Area 1: General project and process support;

Area 2: Project and process support in construction engineering studies and analysis.

The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender.
