The purpose of this contract is to perform, between 2021 and 2024 inclusive, various types of data collection operations based on specific aerial work (aerial photos, LiDAR).
These operations aim to produce, correct and update a set of 2D and 3D data appearing in the large-scale “Brussels UrbIS” map of the Brussels-Capital Region.
Planned operations include:
- the production, between 2021 and 2024, of four digital stereoscopic vertical aerial photographic covers acquired in four channels. The first three channels concern the visible part of the electromagnetic spectrum in the red, green and blue wavelengths (RGB = RGB) and the fourth channel is acquired in the near infrared (NIR).
The ground resolution of the images will be 5 cm.
Each year, the flight plan will include a complete overflight of the Brussels Region along the East / West AND North / South axes;
- in 2021 and 2023, flights will take place between June 16 and August 15;
- in 2022 and 2024, flights will take place no later than April 15;
- each year, the manufacture and supply of RGB and PIR orthophotoplans from vertical images along the East / West and North / South flight axes.
Orthophotoplanes will have ground resolutions of 5cm and 40cm;
- the tenderers must propose, in 1
Bidders must propose, in 2
LiDAR surveys will include the following deliverables:
- provision of filtered and unfiltered point clouds;
- the production and supply of digital terrain models and digital surface models of the “Grids” type with spatial resolutions of 50 cm;
- the creation and supply of a TIN (Triangulated Irregular Network) type digital terrain model;
- preparation and supply of a contour file with an equidistance of 50 cm;
- each year, between 2021 and 2024, the correction and updating of the following 2D and 3D vector cartographic entities contained in UrbIS:
—— updating of 2D and 3D buildings;
—— updating of trees on the road;
—— updating of railway tracks;
—— updating of tram / metro tracks.
