FIMRAD 8, Weather Radars

Procurement of one (1) weather radar and one (1) optional weather radar

The Finnish Meteorological Institute (later FMI) has intention to replace one existing radar and to expand its weather radar network by one new radar site. Therefore FMI requests your tenders for one (1) C-band weather radar and for one (1) optional, additionally purchased, C-band weather radar and related services as detailed in this Invitation to Tender and its appendices. Purchasing of the optional radar is dependent on the funding.

The contract period concerning the supply of goods shall start once the contract has been signed and end when the contractual duties have been performed.

The purpose of this procurement is to purchase and to bring into service two identical weather radars on the conditions as refers below. The first radar will be installed to the Southern Finland to Vihti. It will replace existing Vantaa radar in the weather radar network of FMI. The second radar, which is optional, will tentatively be delivered to a storage space at Vantaa city in the Southern Finland. These new radars will operate as a part of the Finnish weather radar network and as a part of the international NORDRAD and OPERA weather radar networks.

The objectives of the radar procurement are as follows:

— to increase the coverage and redundancy of the present radar network;

— to enable the improvement of short-term weather forecasting;

— to obtain real-time processed data for various applications and customer needs;

— to provide data for NWP-models;

— to accumulate data for hydrological and climatological purposes;

— to obtain data for research.

Tenders are asked for dual polarisation C-band weather radar systems. In this Invitation to Tender (ITT) a weather radar system refers to hardware, software and associated accessories that are needed for collecting, processing and sending data as well as for operating the radar at the radar site.

Tenders are asked for complete weather radar systems comprising (in addition to requirements stated in Appendix 1A):

1) radar transmitter and its immediate ancillaries, antenna, antenna pedestal, waveguide components, radome, and associated control and monitoring, as detailed hereafter in Appendix 1B;

2) receiver, signal processor, data processing and radar control and operation software and hardware, as detailed hereafter in Appendix 1C; and

3) maintenance training and software training courses as described in Appendix 1D;

4) optional installation services and other services needed to bring the first radar into operational use as described in Appendix 1D.

The functioning of the parts separately and together as a complete system, as well as the related warranty questions, is on the responsibility of the supplier.

Tenderers shall give price and a draft agenda for the maintenance and software training courses as defined in Appendix 1D. Pricing of the maintenance and software training courses are used as contract award criteria. FMI will evaluate separately whether these training services from the tenderer are needed or not. If FMI decides to purchase maintenance and software training from the tenderer, there will be a separate order made for these services.

Tenderers shall also give price for optional installation services and all other services as defined in Appendix 1D, which are needed in order to take the first radar into operational use. Pricing of the installation services is not used as contract award criteria. FMI has experience of the installations of three generation of weather radars, and therefore will evaluate case by case whether installation services from the tenderer are needed or not. Tenderers are obliged to provide all necessary information, manuals and training needed for correct installation of these radars. If FMI decides to purchase installation services from the tenderer, there will be a separate order made for these services.

Variants will be accepted as described in the technical requirements (Appendices 1A-1D). All variants have to meet the mandatory requirements.
