The market will be split into a firm tranche and 3 conditional tranches:

- firm tranche: preliminary draft,

- conditional phase 1: final project,

- conditional phase 2: "contract award" project,

- conditional phase 3: execution project.

The objective is for the adjudicator to allow himself the option of not awarding conditional installments, in case of non-compliance with his expectations or for any other reasons.

The conclusion of the contract is for the entire contract, but only for the firm tranche. The execution of each conditional tranche is subject to a decision by the contracting authority in the form of a particular order form which will be brought to the attention of the successful tenderer.

The adjudicator therefore reserves the right not to order the conditional installments and the purchaser can not claim any compensation for this fact.

The tenderer offers and agrees for the firm tranche and the conditional tranches, so he is committed to the entire market.
