The city of Bergkamen intends to renovate the Bergkamen ice rink over the next few years in a complex and as comprehensive manner as possible. This is to be done in two construction phases. Construction phase 1 concerns the building envelope of the ice rink. With the later construction phase 2, the hall interior renovation and renovation/extension of the outbuildings are expected to be implemented. In this award procedure, general planning services are awarded for both construction phases.
The city of Bergkamen is the owner of the Eissporthalle Bergkamen, Häupenweg 29, 59192 Bergkamen. The ice rink is a free-standing building that was built around 1979/80. Essentially, it consists of the ice rink and some adjacent rooms, including a small restaurant. The ice rink itself is uninsulated. The roof consists of a wooden structure covered with corrugated asbestos panels and artificial slate elements.
So far, only the most necessary maintenance measures have been carried out on and in the ice rink. In 2020, it was transferred back from Stadtwerke (GSW) to the city of Bergkamen. There is a considerable backlog of renovations. In recent years, various emergency measures have already been taken to maintain the ice operation and the building substance of the hall. For example, the metal cassette ceiling with KMF insulation layer over the ice surface, the walkways, the grandstand and also in the roof overhangs was completely removed. In order to protect the hall from intrusion by birds or the like, the façade in the transition to the roof was provisionally closed with USB plates. In addition, to secure the building fabric after the summer drying phase, a vapour barrier was installed to separate the ice surface from the timber girder plant. In addition, containers were set up near the ice rink for changing rooms and showers.
The city of Bergkamen intends to renovate the ice rink over the next few years in an elaborate and as complete way as possible. This is to be done in two construction phases. Construction phase 1 concerns the building envelope of the ice rink and will include scaffolding, pollutant disposal, roofing work, window/façade work and ventilation work. Since the work of the 1st construction phase is clearly defined, the planning services for LPH 1 and 2 will not be part of this tender. With the later construction phase 2, the hall interior renovation and renovation/extension of the outbuildings are expected to be implemented. The contracting authority points out that the funds for the implementation of construction phase 1 are currently available. Funding for construction phase 2 is expected around the end of 2023/beginning of 2024. The client is free to decide to have construction phase 2 carried out.
The subject of this procedure are services of general planning (performance profiles buildings and interiors according to § 34 HOAI, structural planning according to § 51 HOAI, building physics according to Annex 1.2.2 to § 3 Abs. 1 HOAI and technical equipment according to § 55 HOAI). The services are awarded in stages and in stages.
The fee should be agreed on the basis of the fee schedule for architects and engineers (HOAI) in the currently applicable version 2021. Bidders have, among other things, the option of offering a flat percentage discount or surcharge on top of the HOAI fee for the basic services.
