Evaluation of System for New Methods in the Specialist Health Services

New methods are a system for the implementation and out phasing methods for the specialist health service. In this context, the ‘Specialist health service’ includes all public or publicly funded hospitals and hospital services.

The evaluation of the system for new methods shall identify and describe whether the current organisation of and case management processes in the system are appropriately designed and suitable for achieving the defined objectives. Based on the mapping and description, the evaluation shall identify barriers and possible changes in organisation and case management, as well as assess and propose measures for the system to improve basic purposes and the need for transparency, trust and legitimacy in the health service and the population. To the extent possible and relevant, the evaluation should include comparisons with similar systems in other countries.

The term method is defined as all measures used to prevent, assess, diagnose and treat illnesses, as well as measures for rehabilitation of patients and the organisation of health services. Examples of methods are medicine indications, medical equipment and medical and surgical procedures and diagnostic tests.
