The scope includes the implementation of a complete Łódź Recycling Center implemented in the "design and build" formula

I. The scope of the contract includes the implementation of the complete Łódź Recycling Centre implemented in the "design and build" formula, including in particular:

1. Execution of the necessary pre-design and design works, including accompanying documentation along with obtaining the necessary decisions, opinions, arrangements and permits - in accordance with the detailed requirements described in the PFU

2. Conducting a possible procedure for changing the decision on environmental conditions to the extent necessary to implement the subject of the contract in accordance with the provisions of the PFU.

3. Elaboration m.in.:

3.1. the training programme,

3.2. the payment plan,

3.3. BIOZ plan, construction site organization plan, quality assurance program.

4. Preparation and organization of the construction site, execution of demarcations.

5. Dismantling and disposal of existing unnecessary technical and technological equipment.

6. Network dismantling and demolition works.

7. Implementation of construction works based on the documentation along with obtaining an occupancy permit.

8. Delivery and installation of equipment and equipment.

9. Carrying out acceptance works, correction/adjustment of installation parameters and technological start-ups in accordance with the approved Start-up Project.

10. Cleaning the construction site along with the removal of defects and defects.

11. Carrying out the conformity assessment procedure for a set of machines constituting a complete production line (according to Article 12 of the Machinery Directive 2006/42/EC).

12. Conducting the necessary training of the Ordering Party's staff, including the transfer of knowledge necessary for the proper operation of individual elements of the installation, including carrying out maintenance and repair works.

13. The Ordering Party requires a series of trainings of personnel managing the production process on reference installations for min. 5 working days.

14. Supervising operational tests.

15. Obtaining on behalf of the Ordering Party a fertilizer certificate for processing products such as compost and liquid fertilizer.

II. Required technological processes:

The designed Recycling Centre is to enable processing, sorting and management of the following waste streams collected from the area of the city of Łódź:

1. mixed municipal waste,

2. waste plastics collected separately,

3. paper waste collected separately,

4. glass waste collected selectively,

5. biofraction collected selectively (food residues, etc.),

6. bulky waste.

Individual waste streams will be brought to the Plant by a separate transport and after their registration (measurement of the weight of delivered waste) they will be directed to individual separate processing installations.

The contracting authority informs that in preparation of the procedure in question, from 2020 it conducted a technical dialogue (currently market consultations) and all information it obtained or provided during it and which may affect the preparation of the offer was included in the contract documentation.
