The specific subject of this contract is the provision of a Secretariat function (‘the Secretariat’) for the Clean Energy for EU Islands Initiative, an entity providing advisory and administrative support to islands in pursuit of clean energy transition. It will build on the working methods, tools and outputs resulting from the Secretariat that was established in 2018.
In particular, the contract shall include the provision of the following services:
• capacity-building for islands' stakeholders on the design, development, financing and implementation of integrated decarbonisation plans;
• performing a study on the legal and regulatory frameworks of at least five Member States to analyse their relevant legislation and regulation in light of its impact on the possibilities to develop local decarbonised energy systems on islands and propose possible approaches to address key barriers.
