The purpose of the framework agreement

The purpose of the framework agreement is to give the Norwegian Armed Services increased capacity to carry out maintenance of land-based defence materiel in Trøndelag County. The framework agreement will function as a supplement to the maintenance carried out by the Norwegian Armed Forces’ workshops and production management (FVP), that is responsible for maintaining, upgrading and modifying the Norwegian Armed Forces’ weapon and materiel systems.

Through the framework agreement, the Norwegian Armed Forces will at all time be ensured access to performing maintenance on land-based defence materiel. For operational reasons, the maintenance under the framework agreement must be of consistently high quality and must be able to be carried out within relatively short deadlines.

Furthermore, the framework agreement will increase the Norwegian Armed Forces’ capacity and ability to perform mobile maintenance services during exercises and in the field.

Together with the Norwegian Armed Forces’ workshops, the contract will cover the combined need of the Norwegian Armed Forces for performing maintenance of land-based defence materiel in Trøndelag County.

The scope of the delivery.

The framework includes carrying out maintenance on land-based defence materiel.

‘Land-based defence materiel’ means materiel specially designed or adapted to military purposes and military use on land, for example such as:

— tanks and combat support vehicles,

— lorries,

— military light utility vehicles,

— caterpillar materiel,

— small machinery, generators, compressors, refrigerated containers,

— fire/rescue/site materiel (BRP).

In this context, maintenance means planned inspection and repairs, performing servicing, arising repairs, improvement of damage, general mechanical work, electrical work, bodywork, materiel component replacement and overhauling of components on land-based defence materiel. Tenderers must be able to carry out all forms of maintenance as stated in NS-EN 13306:2017 point 7. The more detailed requirements concerning the delivery are stated in part 3, annex B (requirement specification)

In accordance with the framework agreement, the tenderer must delivery the services listed in the individual call-off and this framework agreement with annex.

Delivery location and delivery time

The delivery location is agreed in the individual call-off. The delivery location must be within a 100 kilometre radius of Trondheim Lufthavn [Trondheim Airport]. Refer to annex E.
