Description:
Delivery and installation of equipment as well as configuration and commissioning of the Access Control System (SKD) in accordance with the design documentation in the building of the District Court in Kutno - Part VI

The subject of the contract is the delivery and assembly of devices and their configuration in accordance with the design documentation in:

• District Court in Kutno Spokojna 2 Kutno

• District Court in Kutno, Staszica 3 Kutno

The proceedings were divided into stages:

- STAGE I - guaranteed - includes control of all entrances to buildings with turnstiles in the main entrance, IT infrastructure and software necessary to run the SKD and T&A system, cards for users, registration of working time, implementation and training of system operation;

- STAGE II - with the right of option - includes the separation of zones through the installation of controllers and retrofitting of doors with the necessary fittings for selected zones and rooms, implementation and training of system operation;

- STAGE III - with the right of option - includes the installation of additional SKD passages to rooms not covered by stage II, including requiring construction works consisting in fencing corridors, installation and replacement of doors and installation of other SKD elements.

1. The subject of the contract is the delivery and assembly of devices and their configuration in accordance with the design documentation.

2. STAGE I – includes control of all entrances to buildings with turnstiles in the main entrance, IT infrastructure and software necessary to run the SKD and T&A system, cards for users, registration of working time, implementation and training of system operation

3. STAGE II – includes the separation of zones through the installation of controllers and retrofitting of doors with the necessary fittings for selected zones and rooms, implementation and training of system operation;

4. STAGE III – includes the installation of additional passages of the access control system to rooms not covered by stage II, including requiring construction works consisting in fencing corridors, installation and replacement of doors and installation of other additional ELEMENTS of SKD.

5. The subject of the contract also includes the execution of construction works to the extent necessary for the proper performance of the contract, implementation and training of system operation.

6. Detailed Description The Subject of the Order is specified in the annexes to the SWZ, including in particular:

- project documentation;

- Technical Specification of Execution and Acceptance of Works;

- bills of quantities (is an auxiliary function).

7. Technical requirements of the access control system:

8.1. the basic carrier of identity in SKD is an identifier in the form of a card made in a technology that ensures encryption of information on the card and encrypted transmission with the reader;

8.2. the system allows access rights to be granted to a group of identification data and should allow the access rights of the identification data group to be modified;

8.3. access control readers shall meet the following requirements:

8.3.1. use the Wiegand-37 protocol or longer for communication;

8.3.2. weather resistance, minimum IP55;

8.3.3. operating frequency 13,56 MHz;

8.3.4. encrypted data transmission between reader and card, 64 bit reference key;

8.3.5. protection against reverse polarity of the supply contacts.

8.4. mechanical protection elements (turnstiles, gates, etc.) shall meet the following requirements:

8.4.1. confirmation of full turnover in SKD,

8.4.2. transition assistance,

8.4.3. locking before return movement,

8.4.4. escape button with LED signaling confirming use,

8.4.5. the use of the escape button is recorded in the SKD,

8.4.6. access-controlled doors shall be equipped with contact sensors confirming the opening of the door (e.g. reed switches).

8.5. The SKD system shall be compatible with existing SSP systems.

8. The detailed scope of the OPZ of works is specified in the design documentation and STWiOR constituting Annex 1.0 to the SWZ.
