The Norwegian Labour and Welfare Administration (NAV) wishes to implement an evaluation analysing NAV's function in the Ny GIV follow-up project. This includes the NAV offices' co-operation with the Follow-Up Service referred to as OT, regarding follow up of juveniles in the target group in the view of NAV's social mission and specific management commands, frames and guidelines for follow up of juveniles, including use of employment directed measures. The evaluation shall also examine the effect of placing NAV guides in the student services at upper secondary schools, and the co-operation models developed locally.

The evaluation assignment shall result in 2 deliveries:

— Delivery 1 shall contain evaluation of NAV's contribution in the Ny GIV co-operation, as well as evaluation of the first phase in the ongoing evaluation of the NAV guides in upper secondary schools.

— Delivery 2 shall contain results from the ongoing evaluation of the experiment with NAV guides in upper secondary schools.
