The monitoring and animation mission of the OPAH consists in providing the Community of Communes, the contracting authority of the operation and the municipalities, priority partners of the device, with technical support for the implementation of the objectives of the Opah Ru defined in these specifications. The expectations of the mission are defined below. The scope of intervention includes the perimeters of the Territorial Revitalization Operation (Ort) of Commercy and Vaucouleurs. This perimeter makes it possible to concentrate the actions of the opah-ru on sectors of strong deterioration whose identification is the result of an exhaustive survey of the external condition of the buildings and on the sectors of high vacancy of housing with structural component. The scope of actions of the opah-ru is superimposed on those of the operational sectors of the ort, by the adequacy of the challenges of the two programs and with a view to the readability of the actions
