Tegel Projekt GmbH is developing the areas of the former Tegel Airport on behalf of the State of Berlin. In the following years, a research and industrial park for urban technologies, "Urban Tech Republic" (UTR), and a residential quarter with over 5,000 apartments, the "Schumacher Quartier", are built on the site. The aim of this procedure is to commission a service provider with the design, implementation and consulting of land allocation procedures in the Urban Tech Republic via a framework agreement.

According to the current planning, around ten to twelve plots of land with different focal points and requirements on content, urban planning and architectural topics are to be allocated to commercial users in the period between 2024 and 2027 (possibly longer). The essential services are divided into four main components for the commercial properties to be awarded: A basic determination (0) for all properties / plots of land to be marketed, a strategy development (1) is intended to determine the essential framework conditions such as areas and target groups, which are supported by analyses and market research. In process development (2), among other things, the development of guidelines and the respective procedure takes place, while the actual implementation (3) is about the implementation of the corresponding land tenders up to the notarial certification.
