Description:

The evaluation will follow the trial of the early intervention programme Nurse Family Partnership in Norway through the pilot phase, analyse experiences with the programme and assess the suitability and benefit of the programme in a Norwegian context.

The aims of the evaluation are:

— Document experiences from the testing of the programme in Norway, from the participants, staff, cooperation partners and relevant stakeholders' perspective.

— Assess the adaptations of the programme that are made for customisation to the Norwegian context, as well as whether further adaptations ought to be made before any continuation of the programme.

— Discuss signs of outcome/result attainment within the programme's identified target areas for Norway for participating families in the trial period.

— Form the basis for the directorate's recommendations as to whether and possibly how the programme ought to be implemented and further developed for use in Norway after the completed pilot.

The pilot phase is estimated to be from spring 2016 to the end of 2019 and the assignment is estimated to have a value of approx. 1 800 000 NOK -2 500 000 NOK over the contract period (including VAT).
