The purpose of this consultation is to entrust a service provider with the performance of collection services for household and similar waste (mainly residual household waste and recyclable household packaging) as well as the collection, reuse, sorting and transport of bulky items within the territory of the city of Nîmes. The estimated tonnages corresponding to these different collections are included in annexes to the Cctp.

The contract includes in particular (for more details, refer to Article 1.1 of the Consultation Regulation):

- recurring services for the collection of residual household waste (OMR) and selective collection

- recurring collection services, orientation towards reuse, sorting and transporting bulky goods

- specific punctual services on express order

the market includes in particular:

- recurring services for the collection of residual household waste (OMR) and selective collection:

O The actual collection and transport of collected waste to their treatment sites. These are the same collection vehicles that transport to the treatment sites at the end of the tour. There is no grouping on a transfer dock.

O The provision of additional human resources and materials for collection during special events (Fairs and other large-scale events such as Tour de France, fairs, sweeds, Thursdays in Nîmes, festivals, elections, terraces in the city center requiring special means, etc.)

o The implementation of the means and communication and all subjects for the improvement of the performance and quality of collection, aiming in particular at:

O Improve quantitatively and qualitatively separative collection (packaging and paper; cardboard; glass)

- recurring collection services, orientation towards reuse, sorting and transporting bulky goods:

O Separate collection of bulky items door-to-door by appointment with users

o Separate collection of bulky ones on tours, sectors and collection days

o The organization of a recurring mobile waste site in certain sectors

o The transfer of the collected bulky items to one (or more) platform (s) of the holder (or partners) in order to carry out a sorting

o Diversion of reusable objects to one or more reuse devices

o Sorting within the platform in accordance with the regulations of the treatment outlets (see annex of the Cctp)

O the transport of the collected waste to its place of treatment or the order for its removal from an approved sector

- specific punctual services on express order:

O The development and monitoring of a “smart city” type application for users

o The provision of additional human resources and equipment for collection in case of need, excluding events included in recurring services

o The washing of the grouping bins set up by Nîmes Métropole

O Specific communication campaigns on the flanks of collection vehicles.

The services are subject to a framework agreement giving rise to the issuance of purchase orders. It is concluded with an economic operator, with no minimum amount and with a maximum amount in value fixed for the initial period at 150,000,000 euros excluding VAT and for the renewal period at 25,000,000 euros (excl. VAT).

The Framework Agreement is concluded for an initial period from its date of notification to the holder until 28 February 2029 inclusive. The start of collection services will take place on September 1, 2022, for an initial execution period of 78 months or 6.5 years. It can be renewed once for a period of 12 months, thus bringing the maximum duration of execution of collection services to 90 months.

As part of this consultation, the buyer imposes the costing of the basic solution and an alternative solution. On the other hand, variants initiated by candidates are not allowed
