Filipstad is a large harbour area along Fjordbyen in Oslo Municipality. The area borders Aker Brygge and Tjuvholmen in the east goes towards Frognerstranda in the west, and is currently cut in half by the E18. The current use of the area is dominated by a ferry terminal, container activities, and light harbour and logistics functions.

An infrastructure plan was prepared in 2013 as part of the preparation for area development of Filipstad, which was later updated in 2015. Due to changed prerequisites, the time that has passed since the last infrastructure plan was prepared, and changes to/decision points in the adopted area development, Oslo Municipality would now like to revise the infrastructure plan from 2015. A plan for blue-green structure and a mobility plan are also to be prepared as part of the review work. All of these three plans are to be coordinated, so that there is one general plan for infrastructure above and below ground. Climate gas calculations must also be worked out as part of the work.

The area is regulated with the intention of facilitating an attractive business, recreation, and residential area.

The construction of public infrastructure within the planning area will be comprehensive, and will involve a number of complicated factors. The goal is to build the infrastructure in a rational and cost efficient way that complies with the guidelines for town development, climate, and the environment.

A infrastructure plan was prepared in 2013 for the preparation of the area development for Filipstad, which was later updated in 2015 (see annex 1).
